You are making high demands! Did you ever realize that talent, expertise, and creativity costs a lot of money. Nobody who is really talented and creative is going to work for such a budget. You are certainly looking for somebody who isn't talented enough to get at least paid like a cleaner. But do you really belief sombody paid like a slave will be motivated to create creative and extraordinary stuff. Did you already hear about the phrase "only great staff make great stuff"? You should be ashamed of this offer!
