payment proccessor

I need one script Like http://www.perfectmoney.com/ or http://www.libertyreserve.com/.

These are payment proccessor like paypal and alertpay,buy they are not conected to another bank ...

just one closed system who transfer money within members,for example I have account on XX site ,can transfer money to another member who have account at this system.

This script must have SCI and API. SCI is one option who member can use this payment proccessor on thier website and accept money. like IPN of paypal or alertpay.

API is one system who members can paid to other members from his/her website or used one script for Masspay. and other option of both site(http://www.perfectmoney.com/ or http://www.libertyreserve.com/.)

I must talk more about what I need exactly,this is only one short description.I need very very secure and powerful system.no bug,no injection and any kind of hack.I say again security is very important,very very secure,because on the first site will be started firs members are hacker for hack the site and each day many hackkers come for hack the site.So,I do not know your system how work I write one a little about this script who I need.
