I require a fully functional pixel website (like milliondollarhomepage.com) which allows people to purchase 10x10 pixels (or more). When the mouse is over their pixel(s) the image to become a set larger size (so a 10x10 pixel is easily visable when the mouse is hovering over) with a link to their website.

It also requires a paying section through PayPal and other reputable pay companies whereby people can purchase their pixel(s) and select where they'd want it, a photo upload and the link to their website.
